HUD Counseling Program

Mid Michigan Community Action (CAA) is a HUD-Approved Local Housing Counseling Agency serving Muskegon and Oceana Counties. Certified HUD Housing Counselors provide group workshops and one-on-one counseling for first-time homebuyers, renters, and homeowners. Core topics include budgeting, credit, debt coaching, homebuyer education, foreclosure and property-tax foreclosure prevention, and fair housing. Services are delivered in person at our Muskegon Community Action Center and Shelby satellite office and virtually to remove transportation, childcare, and schedule barriers. Counselors create customer-led action plans, coordinate with lenders/treasurers/townships when arrears are present, and refer clients internally to Housing Stability, Home Loss Prevention, Weatherization, and food assistance to address barriers to long-term housing stability.

This program directly advances Economic Mobility via Financial Coaching and Increased access to affordable housing/homeownership. Homebuyer Education prepares ALICE households to secure safe mortgages (including meeting MSHDA Down Payment Assistance education requirements), avoid predatory products, and prevent foreclosure. One-on-one counseling strengthens financial capability (budgets, debt plans, credit improvement) and connects families to income supports—helping more working families meet basic needs and remain stably housed.
