Continuum of Care (CoC) Coordinator – Request for Proposal

Service Area: Muskegon County Continuum of Care Network

Proposal Deadline: May 7, 2026 at 5:00 PM EST
Overview
The Muskegon County Homeless Continuum of Care Network is seeking up to two qualified entities to support core Continuum of Care functions, including coordination of the FY 2026 HUD CoC Program NOFO application and ongoing collaborative applicant responsibilities such as the Point-in-Time Count, federal reporting, and system coordination.
Contract Details
Total contract amount not to exceed $50,000
Opportunity may be awarded to one or two entities
Anticipated contract term: up to 12 months
Expected start date: May 26, 2026
Scope of Work Includes
Preparing and submitting the FY 2026 CoC Program NOFO application
Coordinating local competition and project ranking
Conducting Point-in-Time (PIT) Count and Housing Inventory Count (HIC)
Supporting federal reporting and system performance measures
Ensuring compliance with HUD CoC Program requirements
