HOMELESS CONTINUUM OF CARE NETWORK
The Muskegon County Homeless Continuum of Care Network (MCHCCN) is a collaborative and coordinating system dedicated to increasing awareness and supporting services that work to eradicate homelessness in Muskegon County. Together, the COC member agencies develop and promote integrated, community-wide strategies to prevent and end homelessness. They work to close the front door to homelessness by offering prevention services, connecting people in housing crisis to permanent housing programs, and promoting access to mainstream resources. At the same time, they provide a variety of permanent housing options along with wraparound and intensive case management services that help individuals and families move out of homelessness and into stability.

United Way’s Role as Collaborative Applicant to the CoC
The Muskegon County Continuum of Care (CoC) is an independent coalition working to end homelessness in our community. While the CoC makes decisions and sets priorities, United Way of the Lakeshore serves as its Collaborative Applicant, a fiduciary role designated by the U.S. Department of Housing and Urban Development (HUD).
As Collaborative Applicant, United Way upholds three key duties:
Care: Diligently reviewing budgets, monitoring outcomes, and supporting planning.
Loyalty: Acting in the CoC’s best interest and avoiding conflicts of interest.
Obedience: Ensuring compliance with federal regulations and CoC policies.
Our responsibilities include: submitting the annual HUD application, managing grants and subrecipients, ensuring financial compliance, and supporting CoC governance and planning efforts like the Point-in-Time Count and annual gaps analysis.
In short: the CoC sets the vision, while United Way provides the fiduciary backbone—handling compliance, accountability, and financial stewardship so the coalition can focus on ending homelessness.
